If you want my opinion, go for frost specialization. This way, you will be able to keep the enemies away from you, and you can basically kite the mobs around and kill them quickly.
Also, you can do some mass killing with this. Just keep Frost Nova on your enemies!
Level A Mage By Going To The Best Levelling Places
An other thing to watch, are the levelling places. So, what should a good level place have? Well, to begin with lots of quests. To power level a mage, you should always have lots of quests to do. Also, you want to make sure that there are not too much mobs to interrupt you.
And the last thing you need to watch is the size of that particular area. You dont want to spend for more then 15 minutes to go from one, to the other side.
