Our management and agents are negotiating the terms to take over our health care system, in the belief that it is too expensive, and will cripple our economy, if costs are not covered. Man is the appeal to the people who have no insurance coverage so that they can buy access to the best medical care money can buy. If this is a national priority, we do not want to destroy the health sector, which stands between us and the Grim Reaper in this process. As a former district administrator, I had the responsibility of overseeing and funding the community health department. Free or reduced rates, the health care already, depending on your ability to pay is assumed. The current discussion on the construction of a new bureaucracy and limiting access to health for all. Why not increase funding for County Health Departments throughout the nation? Benefit in return for this extra profit could not insured only to hospital emergency rooms treated after hours and only ifHospitalization was required. Hospitals would be the community health department for each service account in the lowest group negotiated network price. Hospital emergency rooms would no longer be required to accept anyone who walked in the door. The funding will be provided by the population on numerical basis, and paid to each congressional district. The Federal Government's role would end at this point. Each Congressional District would be a board consisting of haveone commissioner from each county. These district boards would be responsible to distribute the funds to each county Health Department for the best effect in their area.
