CDM Coordinator - the actual need for one
The Safety Director holds ultimate responsibility both singly and collectively for all aspects of safety within the company.
The duties, responsibilities and tasks include : -
formulation of safety policy and arrangements for its implementation
obtaining advice from both internal and external sources on safety matters
administering an ongoing training programme for all levels of staff appropriate to their position and the
CDM Coordinatorensure the provision of adequate materials, equipment and support such as first aid facilities
set a personal example to operatives e.g. by wearing PPE when visiting sites
delegate authority as necessary for the implementation of this policy
arrange adequate finance to ensure implementation of this policy and compliance with all appropriate rules, regulations, laws and codes
ensure allowance is made in all tenders and contracts for the provision of adequate supervision, safety equipment and welfare facilities for each project
ensure that notices are served to the necessary authorities in respect of health and safety matters
make arrangements for the recording and reporting of accidents and injuries as required by the various regulations including the reporting of statistics
make arrangements for periodic testing and checks as required e.g. portable electrical equipment testing
instigate procedures for reporting back from sites and consultation with staff at all levels
All works will be executed in compliance with the latest CDM regulations. Appendix 5 contains links to the HSE publications and advice which can be downloaded to any computer linked to the network by any person requiring further details. For ease of reference the main Principal Contractor Duties as listed by HSE are detailed below :-
Plan, manage and monitor construction phase in liaison with contractors
Prepare, develop and implement a written plan and site rules (Initial plan completed before the construction phase begins)
Give contractors relevant parts of the plan
CDM CoordinatorMake sure suitable welfare facilities are provided from the start and maintained throughout the construction phase (these are to be in accordance with HSE advice sheet 18 Rev 1 also available via Appendix 5)
Check competence of all appointees
Ensure all workers (including contractors personnel) have site inductions and any further information and training needed for the work (this will be the responsibility of the Site Manager)
Consult with the workers
Liaise with

Secure the site
