In California, often seen as a leader for change with environmental laws for the rest of the United States, there were laws passed requiring compliance with stricter emission laws for diesel trucks, with a separate category for each type of diesel engine. For instance all school buses must be compliant by 2014, while all utility and public fleet vehicles must be compliant by the end of 2011. A fine of $1,000 per day per vehicle can be levied against any company or entity that is found out of compliance. While exceptions can be made in counties with low populations and fleets granted low population status, most of the diesel trucks in California will be required to some into compliance.

The best way to bring a diesel truck into compliance with the new law is to retrofit the existing emissions system with a sophisticated emissions device that removes particulate matter and other pollution from the diesel exhaust stream and traps them inside the device. This technology has been around for at least 20 years in one form or another in other countries. Ultra low sulfur diesel fuel has given diesel engines the ability to be retrofitted for particulate reduction devices. The amount of pollution that implementing this law and retrofitting older vehicles would remove from the air of cities like Los Angeles and San Francisco is significant, representing a large percentage of the overall air pollution. California already has some of the strictest emission laws for cars and trucks so the complete implementing of the retrofits and pollution reductions for diesel engines should help cut pollution overall.

Diesel emissions retrofitting should be done by a qualified team of experts that understand the process to achieve compliance. The compliance process can include testing, grant applications, installation, long-term maintenance, CARB reporting and fleet audits. CARB is the California Air Resources Board. CARB is responsible for overseeing 'clean air' regulations in the state of California and is a department within the California Environmental Protection Agency. California is the only state allowed to have a regulatory agency because it was established before the passage of the federal Clean Air Act.
