The Empress Place Building is located towards the northern section of Singapore and was built in 1864. Although the initial two storey construct was to be used by John Argyle Maxwell, it is said that he never had the chance to occupy the residence. The building was later used as a courthouse which later became the home of several government offices. This building was constructed by with the aid of convict labor under the watchful guidance of J.F.A MacNair who was a reputed architect and engineer at the time. J. F.A was also responsible for designing the Istana of the Government House as well.

In the 1980's extensive restoration projects were carried out on the building which saw it transform once again into an art museum. Named as the Empress Place Museum, the facility was officially opened in 1989. The inaugural exhibition displayed ancient artifacts and collectibles which belonged to the Qing Dynasty. As the museum failed to attract much tourist attention it was decided that it needed to be closed in 1995. Soon after it was shut down the facility was given over to the National Heritage Board which made it a part of the Asian Civilizations Museum in 2003.
