Many countries will divide their wastewater into two different types.
1. Grey water- this is water from domestic activities such as dishwashers, laundry machines and bathing etc. This water can make up to 70% of sewage water.

Once these two types are divided some people will use grey water to water plants, fill toilets. This will safe on using fresh water for these tasks.

If you like the ideas of collecting storm water yourself you can easily collect in a large container and then use this water for your plants in your garden. You would expect that storm water would be reasonably clean but it should be chemically cleaned before being used for anything to do with humans as it picks up contaminants and dirt from rooftops.
The other thing which some countries do to help the environment is emptying septic tanks and fertilizing unused paddocks and fields used for growing. Not only does this prevent any septic tank problems from them back flowing or being over filled but it also helps as it gives nourishment to the soil and helps prevent the sewage being incinerated or put into landfills.
We could easily start emptying septic tanks onto fields we currently don't use. Many countries do this already but we should start making it compulsory over the nation. It's important to help the environment where we can.
