First of all you are going to need to establish an income threshold that you would like to see your renters at before you even consider their application. Most people require renters to make four times the amount of the monthly rent payments. You would be surprised how quickly some people will forgo paying rent in order to buy or do other things with the money.
The second thing that is absolutely critical is to do a credit check. This is so that you can see some of the bad things in their history. A credit check will show you whether they have a bankruptcy or whether they have ever been evicted and why. If they have been evicted in the past you definitely do not want to rent your place to them. Getting a credit check on someone does cost a little money but what most people do is charge a onetime application fee that covers the cost. This way you are not out a cent for checking them out thoroughly.
The third thing is to get landlord references. This is important because if they are hard tenants to deal with the landlord will tell you. Don't trust references that you believe are not real or are related to the applicant in any way.
Last and finally make sure that they completely fund the deposit and first and last month's rent.
