First-hand monitoring of vote count in Belarus president election promised

MINSK, 23 November (BelTA) Observers will be able to watch the vote count procedure, Chairperson of the Central Election Commission (CEC) of Belarus Lidia Yermoshina said during an online conference on 23 November. Hosted by BelTA, the conference was dedicated to "The presidential election in Belarus: new ways of pre-election campaigning".

"Observers will be able to watch the vote count procedures. Moreover, the CEC has passed a resolution to allow observers to operate while watching the vote count procedure. The vote count procedure includes everything: the sorting of ballot papers, their content and other things," said Lidia Yermoshina. However, the CEC cannot pass a resolution to enforce the reading out of every ballot paper because such actions can be interpreted as interference in the election law, said the head of the Central Election Commission of Belarus.

The experience of Belarus and other countries was taken into account when Belarusian election laws were developed. "All those that worked in the CEC reckoned that it would be wrong to regulate every action that precinct election commissions are supposed to do. Precise regulations will make non-professionals break the procedure all the time. They should be able to have some leeway and count votes the way that is convenient for them. This is why our laws do not regulate it," explained Lidia Yermoshina.

In her words, commission members may lift ballot papers and show them to observers but they are allowed not doing it. "For instance, if there are 3,000 ballot papers the precinct commission has to process, it would be difficult to observe the procedure and it can last as long as 24 hours," she said.

"We are guided by reasons of convenience. We cannot mind only observer's rights. On the one hand, we have criticism, on the other hand, we try to address all complaints and completely forget about interests of those who work hard to keep an election running," said the head of the Central Election Commission of Belarus.

Lidia Yermoshina also added that the CEC's latest decision, which was progressive and gave more rights to observers, met a controversial reception in election commissions. Some members of the commissions complained that their rights are infringed on. This is why it is necessary to find the happy medium that will guide actions of election commissions, believes Chairperson of the Central Election Commission of Belarus Lidia Yermoshina.
