Futuristic of the Single Assessment Process

The Single Assessment Process (DoH 2001d) stands out as one of the important policies linked to the ideology of modernising health and social care in the UK. It is aimed towards inter-agency working and to overcome multiple assessments on an individual service user by different agencies. This policy framework provided a one stop assessment process giving the service users the opportunity to provide historical information about their health and background as deemed appropriate to facilitate individualised care planning without repeating themselves to other agencies. Information could be retrieved and upgraded by different agencies as consented to by the service user.

Yet, the Comprehensive Spending Review and the Big Society agenda has indicated a new spending structure through which saving could be achieved, whilst services are delivered within resources availability. Under the circumstance, one of the critical success factors or pathways open to health and social care agencies is for the reintroduction of the Single Assessment Process. Albeit health and social care organisations have different agendas in terms of prioritisation of clinical excellence, spending streams and meeting national targets. Yet, in the long-term, rejuvenation of the Single Assessment Process (DoH 2001d) would promote collaboration and joint working between the agencies and this has the potential for smarter services delivery, reduces duplications and maximisation of scarce resources.

Thus, capacity mapping, aggregate management and shared resources would provide the opportunities to deliver modernisation and personalisation of health and social care within budgets. And the Single Assessment Process has been seen as a vehicle to convey partnership working between agencies in order to promote: consumerism, personalisation of care and cost savings within the wider welfare systems. The policy framework needs to be reviewed and accepted as one of the key strategic options for budgets recovery and speedier delivery of health and social care if it is to be fully afloat in future
