To someone that's never used either of these programs, they might sound similar because they both start with the word "Ad", but they are really opposite sides of the same coin. One will cost you money while promoting your products & services, while the other will make you money while promoting someone else's products and services.
AdWords is Google's Pay-Per-Click service in which you bid on a keyword and when someone types that keyword into Google, your Ad will appear in the "sponsored links" sections of the search results page (usually located in the right-hand column and sometimes along the top and bottom of the page where the "organic" results show up). If someone clicks on the link in your Ad, then Google charges you for that click. The great thing about AdWords is that you can use it to get instant traffic to your website, even if your site is brand new and you have no "organic" traffic. Of course, once you get the traffic, it's up to you to convert it to a sale or you could end up burning through a lot of cash.
AdSense, on the other hand is for website owners (Google calls them "publishers") who want to generate some money by renting out space on their websites for Google to feed Ads into. When someone visits your website, sees one of these Ads and clicks on a link, Google will pay you for that click. You have no control over the content of the Ads, but Google attempts to match them to the content of whatever page the Ads appear on. Now before you think of clicking on your own links, realize that it's against the rules and will get you banned from the program (and yes, Google can tell that you're clicking on your own links; they also have algorithms for sensing "unusual activity", like that guy in the Philippines that you might be thinking of paying to click on your links, so you can forget about that too).
You can sign up for both of these programs for free, but you'll have to pay for the clicks you get in the AdWords program. Fortunately, you can set limits on how much you spend. If you decide to sign up for AdSense, you'll be able to choose from several standard-sized banner and tower Ads and Google will provide you with the code for your website. It's a simple matter of copying the code they provide and inserting it into the pages where you want Ads to appear. If you have a WordPress site and you'd like the Ads displaying all the time, consider putting them in the sidebar of your website.This is easily done by using a text widget in the sidebar and pasting the AdSense code into it. There are also Plugins available that handle AdSense and give you plenty of options for managing how and where they appear.
