Always play your character rested.
The reason for doing this is that in the rested state quests award you twice as many experience points. By building up a toon's rested bonus to the maximum level over a few of days, you could potentially carry out several quests and gain the double XP bonus the entire time. There's no point in wasting time if you don't have to and the rested bonus will really boost your leveling speed.
Try to stick with green quests.
They give the best bang for the buck and are simple to carry out. You will be likely to die more frequently if you try to do quests rated yellow or greater. You'll also end up having to repair your gear more regularly, which is wasted time.
Do not any do instances when you're leveling up.
