When you are encountering a problem with the Windows Tooltips showing behind Taskbar, the notification area icon and task bar buttons start appearing behind the taskbar, and the user is only able to view it partially, or sometimes it is even completely hidden.

The main reason behind this problem is a bug in Windows. The cause is a conflict between different windows to appear in front. As a general rule, tooltips are on the front; however, if you have selected the taskbar property "Keep the taskbar on top of other windows ", then a conflict happens between tooltips and taskbar to stay in front. Occasionally, the messages which command what comes in front arrive in the wrong order, and the taskbar remains in front of tooltips.

Systematic solutions to remove such bugs from the system are not available as the issue arises from a bug in Windows. However there are some possible ways to minimize the impact of the error and provide ease to the user by changing the user's habits.

You should preferably use minimizing all the windows first to get into the desktop rather than using the Show Desktop icon; when you use the Desktop icon to go into desktop, this becomes many a times cause of the problem. Another way is to uncheck the box for Keep the taskbar on top of the other windows'. You can do it by right clicking on the taskbar, going to the properties and you will find that option.

If you still want to keep the taskbar on top of the other windows, deselect the option of "keep the taskbar on top" and then reselect it again; this helps in restoring the proper window order and brings the tooltips back to the front, at least till the next time.
