The reason for that is because the search engines cannot read the flash images. There for it will be hard to get a good ranking on the search engines because they will not be able to tell how relevant your site is to certain keywords if they cannot read the information.
There should always be a keyword report done to find the keywords that will work best with your site. Once you have narrowed down the keywords then you can make your meta tags for your site. Each page is going to have different keyword these keywords on the page are going to be the words that are most relevant to that particular page. What meta tags are either HTML or XHTML. They are the structured metadata of your webpage. Basically it is a few keywords that are most relevant to that specific webpage.
When you are building the page for the site you want to keep the cells and tables to a minimum. The reason for this is because the search engines only read a portion of the page and if you have a whole bunch of code for the bot to go thru then the important things that you want the search engine to know it may never read it. So make sure that you have your headers done right. You want the most important information to be at the top. The less relevant information will go further down.
Make sure that the tags that you have chosen for each page that you have proper keyword saturation on the page. So the information that you give the developer or if you are the developer then make sure that the information is keyword rich and informative.
If you doing this yourself for the first time then make sure that your site is going to be search engine friendly. There is no point having a site that nobody can find.
