Improving Access to GED Diplomas

In difficult economic times, those without a high school diploma or GED credential

are at the bottom run of the work force, the first to be laid off and the last to find employment. Over 30 million American adults lack a GED or high school diploma, and only a small proportion reach out for their GED diploma each year. The under education of this segment of the workforce decreases spending and tax earnings, impacting the economy as well as impacting individual lives.

Why do so few attempt to earn their GED diploma? The reasons are diverse and often complex: fear of failure, lack of money, lack of time and child care, lack of transportation, and lack of knowledge of their options. What are solutions? Here are some of the programs, both new and old, in communities around the U.S. that help improve access to the GED.

West Virginia has recently revised its GED credential policies to allow high school students to remain in school while preparing for their GED test. This provides a route to graduation for students who might otherwise drop out. The GED Options program allows students to take courses in career and technical education and earn a certification as well as a GED diploma.

The Community Foundation of Sarasota County, New York, has implemented a GED Incentive Fund to encourage high school dropouts to earn a GED diploma. The fund provides a $100 award to dropouts who are American citizens between 18 and 21 who pass the GED test on their first attempt. The GED Incentive Fund is financed by private citizens to encourage recent dropouts to achieve their GED credential.


After an eight or nine year lapse, a GED program has returned to Etowah County Detention Center in Alabama, provided by the Gadsden State Community College's adult education program. Earning a GED credential is shown to decrease recidivism rates, an effective return on investment.

In Detroit, the Young Detroit Builders program has been in operation for 17 years. This small program is a nonprofit where dropouts ages 18 to 24 can earn a stipend of $100 every two weeks while studying for their GED test and training in construction skills by helping build homes for needy families. This innovative program combines education, job training, and housing development.


All of these programs help reach high school dropouts who need to earn a GED credential to become competitive in the workforce. With the large numbers of undereducated adults who are in need of a GED diploma, programs like these need to expand and become part of an organized effort to reach potential GED-earners, incorporating new technology and including promotional efforts to educate those in need of GED about the help that's available for them.
