INDIAN DEGREES GETTING INTERNATIONAL
In India, every year a large number of Indian students go to foreign universities in search of the quality education. But, this opportunity still stays only with the privilege class which can afford the expenses of sending their children to the foreign countries for higher education. Now, Indian government has come up with a bill called Foreign University Bill 2010, that allows foreign universities and institutes to set up campuses either independently or jointly in India. This bill will help that section of the students who want to get quality education at lower cost and also to the students who can not go abroad.
The bill on Foreign University is appreciated and welcomed by the students, parents and even educationists. But, the regulatory bodies for higher education in India are more concerned at the unregulated growth of foreign educational institutions setting up campuses in India. "This bill may end up swarming with the foreign universities and institutions in India", say a group of academicians. At this point, it becomes very important to draw a clear line of regulations and procedures for foreign universities interested in opening their campuses or running their courses in India. These guidelines will play an extremely crucial role to maintain high standards of education keeping the interests of the students in mind.
To serve the purpose a regulatory body in higher education, either UGC or any other body that would replace UGC will scrutinize the proposals of the aspiring institutes as per India's priorities and advice government whether to allow or not the particular foreign university in India. At the entry level, approval to the foreign university will be given in an eight-month time-bound format for setting up their campuses in India. The foreign universities and institutes will have to go through various levels of registration process during this period and will be finally registered with UGC or any other regulatory body in place. The bill also says that the quota laws will not be applicable to foreign universities setting up campuses in India and also the foreign institutes will be set free to decide on their fees and admission process. Foreign universities will have to deposit an amount of Rs. 50 crores as corpus fund to set up their campuses in India.
The bill has a clause to protect the sovereignty and integrity of India, security of the state and friendly relations with the foreign nations. If, any foreign university becomes the threat for any of the above mentioned, the concerned authorities will have full right to derecognize such foreign institute or university and ask it to close down its campus or course in India. The authorities will put a check on the foreign universities and will make sure that the foreign institutes are not entirely profit-driven. In case, any foreign institute is marked such, a clause in the bill will not allow them to repatriate the money that they have earned from India by preserving the interest of the nation. Although, this bill will increase the competition for Indian universities but also will instigate the direct investment of foreign universities in the education sector. As per Kapil Sibal, minister of human resource development, "this bill would lead to a larger revolution than even in telecom sector". This bill will not only promote the foreign investments in India but will also help the national economy grow with the faster pace.
Once the foreign universities will open up in India, quality will become the buzzword for Indian education system.
