NIE Numbers are being issued by the National Police of Spain and in accordance to their laws. Such numbers will be used to track an individual's financial and official activities in Spain. Also for financial transactions which transpired outside the bounds of legalities are liable to incur large fines which would just depend on the extent.

So, if you want instructions as to how you could apply for an NIE, you should be able to go to your assigned police station and fill out a form and pass it together with your requirements which would differ depending on the reason as to why you applied. However, if you are just in your country and you want to file for an NIE number for a valid reason then you could just visit a Spanish Consulate with the presence of the consular official. Also, you could do it through authorization of a third party. Then, just wait for two or three weeks later and you now have an NIE number.

In conclusion, NIE number is very important as it has all the fiscal and legal details of your temporary or permanent stay in Spain.
