Participatory Monitoring records information that has been chosen and recorded by
insiders with the help of outsiders of a country in systematic records and periodic analysis.
Purpose
The main aim of Participatory Monitoring is to provide information during an improvement project so that the required modifications can be made if required.
History
Historically, the practice of monitoring grew out of the human relation movement of the 1920s is based on some of the ideologies discovered by researchers in the organization studies of that time. In the 1990s, participatory management was renewed in a different form through advocacy of organizational learning practices and studies.
Current situation
Today, the broad term participatory monitoring can be divided into two different categories that are classified on the basis of public participation for measuring the progress of a nation.
The practice where in people monitor the progress made by a certain program working for the welfare of a country through an active participation, where everybody knows the ultimate goal and can suggest the improvements for it. This type of monitoring is more accurate and so more beneficial; while the other kind of monitoring involves monitoring the progress of a program without any participation in the program.
Advantages
The monitoring helps in keeping a track of activities by recording information on day to day basis. So daily, weekly and monthly reports can be easily viewed and can be analyzed thoughtfully. The information monitored through participation can provide important feedbacks immediately and can therefore be used in the future for Participatory Evaluations.
Function
Participatory monitoring not only keeps records but it also stops the programs at set times to analyze, add and discuss through various integrated source of information the suggestion of improvements. However, the time to analyze may vary according to the nature and seasonality of activities going under the program.
This can be explained through an example of projects that work for small forest based enterprises. Activities there have daily recording of money, cash bags and a monthly balancing of the records is done at the end of the month. Reforestation on the other hand may require recording of monetary expenditure during nursery production and planting periods at the end of each planting season.
Prior-monitoring
The community must understand why they are monitoring certain program or activity before they actually participate in any kind of Participatory Monitoring; direct or indirect otherwise it may end up as a futile observation. Information should keep everyone informed of progress (or lack of progress) toward planned objectives and activities.
Choosing the measurement terms
People working at important post or playing crucial roles in activities must decide the standard units to measure the performance. When it is measured by an insider, the information is better understood.
