You can watch most programs using Window Media Player, and the images are just as high quality in reception as it is on your regular TV. This is what happens: local satellite TV providers and cable TV companies are provided with channel content from broadcasters usually for free, but there is a fee for receiving their signal.
It simply works this way: the internet TV software provides you with free channels straight from the broadcasters over your internet connection. Now, there are bad apples in every market. Paid PC TV providers are usually the safer option and you'll likely get better quality, a wider range of programs, and protection from unwanted computer viruses.
PC TV is absolutely legitimate and legal. Again, this is not to say there aren't scams out there. Remember the programs advertised will not necessarily provide you with access to anything that's not already found on the Web. Some pieces of software are nothing more than a searchable list of websites that present streaming video.
Furthermore, there are sites that claim to be "free". However, in reality, they are only partially free. For instance, they may advertize that you can enjoy 200 programs for free, but when you sign up, you get only 70 and are asked to pay a small amount to get the entire 200 programs. While this might not be so bad, keep in mind the fact that these guys are misadvertizing their product. You wouldn't want to do business with dishonest merchants.
