Proposals had been put together to push city centre's to become more green. The proposals were based around banning petrol or diesel powered vehicles from the streets. It is well known that for many years Governments and councils had battled with how to control pollution in built up city centre areas.

As the centre is normally the hub of a town or city it normally has the most jobs, shops and attractions. With that comes people and vehicles, over the past few years Councils have tried to improved bus, rail and tram links through centers to encourage people to use public transport.
The proposals to ban polluting vehicles from centers was seen as a natural progression from London's congestion charge however it seems this is a step too far. Whilst the proposal did not have a full plan in place until 2050 it has been completely rejected. The plans would allow the use of vehicles powered by green fuels only but is seen as unachievable.
The rejection has been right from the top but it might not be the end of the proposals. The decision taken from the top was a decision not to force all councils to take up the proposals however there is the option for individual councils to take up the proposals. So you could soon see local councils seriously looking at this initiative if it is possible to achieve in the area.
This seems to be a very sensible approach to take and further enforces the fact that the new coalition government plans to hand more powers down to local councils. When we first heard of this proposal we as many other people would do said "oh dear" but when you think this may be implemented in a few selective areas it seems quite sensible.
It's clear that these proposals will not work wholesale but might work in some of the older towns that are not really designed for mass transport. If they can deliver better transport infrastructure that is reliable and cost effective this could be a great opportunity for some places.
We have always been of the opinion that wholesale change would not solve the current climate change problems. Nor would single huge shifts reduce carbon emissions up to the levels that have been pledged or are required. Breaking the targets down into smaller chunks and giving more councils ownership of the problem has to be the way to go. The phrase everything in moderation comes to mind and small reduction across the boards with a few larger initiatives will set the UK on the right track.
