When you purchase a new box of those items you can simply take a couple of them out and put them with the rest of the survival goods. You can build your kit up without having to purchase everything all at once if you can't afford it. Rotate out as you're purchasing new items so the survival goods items are fresh.
Don't forget that you need to make sure that all of your survival foods are stored properly. Canned foods will have a year shelf life. Make sure that you've worked out your rotation plan. In addition to moving the older items into your regular pantry you could also consider making a bi-annual donation to a shelter. Not only will it give you good feelings of helping others but it will also be a tax deductible donation. Be certain everything is in proper storage containers and kept away from the sun as you want to make sure that the flour and all your other food staples are staying fresh.
