4. In the dialog, type "msiexec /regserver" and press enter.

2. A menu should be displayed on the left side of the page. Find the "Setup and Administration" from the menu then click "Setup" once more.

3. Select "Windows Installer", and then choose the link that matches your specific version of Windows.

4. Click "Download" to begin the download and installation process for Windows Installer version 2 or newer.

Check the registry for pending installations:

There are times when the Windows Installation attempts to freeze or break which leave keys behind the registry.

Newer installations are prevented by these keys from succeeding.

The following steps should be performed to check if this is the case.

1. Empty the key "HKLMSoftwareMicrosoftWindowsCurrentVersionInstallerInProgress"

2. Empty the key "HKLMSystemCurrentControlSetControlSession ManagerPendingFileRenameOperations".

Working with the registry is not something that should be undertaken manually unless you are certain of exactly what you are doing.
