But what if you don't have the means to pay anyone to do this for you? When is the right time to submit articles?

One thing is certain - if you have a website in a competitive niche, you need to work on creating content for your website. And that means creating quality contents so that the search engines will give you a good ranking (assuming you haven't neglected the other SEO strategies)and visitors to your site will keep coming back. Do not copy any articles from your website and submit this to another website as this is risking getting penalized again. Just give a different flavor to the new article.

In doing the pointers above, you ensure that the contents on your website are all original and by submitting articles to third party websites, you get some good backlinks and possibly some traffic.
