The very first patent for a mobile phone was given to a certain Nathan Stubblefield who hailed from Murray, Kentucky in the year 1908. Even with that being the case the earliest instance of a phone that used cellular technology was initiated in the year 1973.

The managing director of Motorola at that time, Martin Cooper, was the first man to ever make a call from a mobile handheld device that was not vehicle based and used cellular technology to communicate with others. So you can say that Martin Cooper, along with the engineers of Motorola are the ones who invented the cell phone.

Cellular technology was actually created way before the conception of the modern cell phone was thought of by those who invented the cell phone. This technology was used for talking but was limited by the excessive sizes of the means of communications used.
