Surrendered militants. Joining the mainstream These are popular buzzword circulating freely in our society. Unfortunately, however, despite a lot of pious talk, nothing is being done for the proper rehabilitation of our surrendered militants.
Why do our youths become militants? Mainly because of extreme poverty, caused ultimately by the limitless greed of our extremely corrupt politicians and government officials, who shamelessly loot staggering amounts of public money, forcing the masses to remain poor and hungry.
Youths belonging to starving families, finding no means of honest employment, take up arms to extort money from the corrupt rich, knowing very well that this is a very risky way to earn money. They live in constant danger of being caught and perhaps killed in encounters with the police and army. But they have no alternative.
Corrupt politicians and bureaucrats exploit the unfortunate condition of these impoverished youths by calling them "misguided youths" and labelling them "militants" or "terrorists". It does not really matter if the struggling youths are called militants or terrorists the strong implication is that they are criminals who do not have the right to live decent lives. Corrupt politicians and bureaucrats make "terrorism" a convenient and clever excuse for lack of development of our state, skilfully trying to hide from public view their massive looting of huge government funds meant for the poor and hungry citizens of our country.
The shocking fact is that our extremely corrupt politicians and bureaucrats are the real terrorists, making the masses live in grinding poverty, but professing to be civil servants and public servants whose goal is public service!
When the militants are ultimately caught it is immaterial whether we call them terrorists or militants or when they surrender before the police or army (not having been killed), the surrendered militants are sent to "designated camps", where they lead a meaningless, unproductive life. Nothing is done to prepare them for a fresh, productive existence, to make them join the mainstream as responsible citizens.
How can we help our surrendered militants cope with the world after their rescue from their previous nightmarish existence, with constant risk of danger and death?
Trained psychologists with a sympathetic attitude should be employed for counselling the surrendered militants, listening to their life stories with compassion and understanding, and leading them gradually out of their nightmare into a more calm and serene attitude to life's problems. By asking them what they like and dislike, psychologists can find out the kind of work each surrendered militant would enjoy doing his or her aptitude.
Then the surrendered militants should be given appropriate training to make them self-employed.
Most of our surrendered militants come from very poor families and do not have the privilege of a good college education. Therefore, they should not be forced to undergo training in difficult technical subjects, which they would be likely to find uninteresting and hard to understand.
Instead, they should receive training in easy and useful subjects like WELDING, PLUMBING, making PLASTIC objects, DTP, TAILORING, POULTRY FARMING, MILK and DAIRY PRODUCTS, FISHERY, HORTICULTURE, FRUIT PRODUCTS, CANDLE MAKING, SOAP MAKING and other simple trades. The important thing is to keep them engaged and give them confidence that they can do useful work.
The natural choice for such training centres would be the Industrial Training Institutes (I.T.I.) But all the I.T.I.s of Assam are in extremely miserable condition because of massive corruption, the huge funds received from the Central Government, State Government, and the World Bank being shamelessly plundered, and thus the I.T.I.s of Assam do not have adequate training facilities to give proper practical training. Therefore, technical training of our surrendered militants cannot be done in the worthless I.T.I.s of Assam
For example, surrendered militants are sometimes taken to I.T.I., Guwahati for "training" lasting perhaps 15 20 days. And what do they learn? Nothing! They attend some useless classes taken perfunctorily, and useless certificates are awarded to them after "successful completion" of their meaningless training, which makes them unfit for anything.
Army officials who bring the surrendered militants to I.T.I., Guwahati for their training cannot be blamed, because the Army officials do not know, and are not told, that I.T.I., Guwahati and all other I.T.I.s of Assam, are Industrial Training Institutes in name only, but in practice they have been cheating I.T.I. trainees year after year by failing to offer them proper practical training, despite huge funds received by the I.T.I.s of Assam.
So where can surrendered militants receive proper technical training? Perhaps Army technical staff should take up the responsibility. At least there would be no cheating in such case.
Perhaps the centrally sponsored small-scale industries development centre in Guwahati, SIDC, which is reported to be well-equipped and is said to offer excellent technical training, should be engaged to give regular, sincere training to the technically inclined surrendered militants, batch by batch. After completion of training, the properly trained surrendered militants could be motivated to take government loans and subsidies to start their own small-scale industries.
Of course, many of our surrendered militants are experts in making bombs and various kinds of explosives. They can be employed by the Army ordnance factories to make bombs and explosive devices for the defence forces of our country.
They can also be allowed to join our defence services to work for the defence of our motherland, being used to the rigours of life in jungles and mountains.
In the context of N. C. Hills (Dima Hasao) district of Assam, where approximately 1600 cadres belonging to DHD-Jewel and DHD-Nunisa are living in various designated camps, these surrendered militants can be given proper, systematic training in FORESTRY, HORTICULTURE, GOATERY, FISHERY, PIGGERY, POULTRY FARMING etc., for which vast untapped land areas are available in this hill district, and with which the young militants are well-acquainted, being born and brought up in this hilly region. These young men and women, former militants, should then be given adequate financial support by the government to make them self-employed in a big way.
In short, we should make utmost effort to make our surrendered militants useful and responsible citizens of our country, and thus prevent the huge loss of human resource that is occurring by keeping our surrendered militants idle and unproductive in the designated camps for surrendered militants.
