In 2007 various European Union funds began investing in Estonia

, amongst other European countries, as part of the European Regional Policy, with a plan to continue this investment in the country until 2013, making it the largest funding plan Estonia has ever been privy to. The money invested totalled 3.45 billion with a focus on improving infrastructure, schools and the administrative capabilities of developing regions.
