On the maps of the western Great Lake region, one of the oldest sites that appear is known as the "Dalles" of the Wisconsin River. In the year 1700, the site was made as a reference point by the French explorers. When the French explorers departed Wisconsin, the name held on; only that it was subsequently Anglicized into the "dells."

The new village was established in 1857 when the railroad arrived. Mainly at the point where the tracks crossed the Wisconsin River, Kilbourn City came to be. It was given the name in honour of the railroad president. However, locals and visitors never ceased referring to it as the "Dells". The name city of Kilbourn was legally altered to Wisconsin Dells in 1931.

In the history of Wisconsin Dells, it was the Native Americans who played a big part as well as in the economic life of the region. During the early days when lumbering was the state's primary industry, the river at the Dells played a major role in the drama of rafting. In the early 1850s, a charter from Wisconsin legislature approved approval to establish a bridge over the Wisconsin River at Newport. In 1855, General Joseph Bailey, Wisconsin's well known hero, was employed as Superintendent of Wisconsin Hydraulic Company in order to develop the village of Kilbourn City, which is now called Wisconsin Dells.

In the year 1861 President Lincoln sent a call for volunteers to end the rebellion in the southern states, Bailey employed one hundred men to form the "Columbia County Rifles". He was chosen company captain and also the "Rifles" was set up into the United States Army. They were instructed to safeguard the railroad connecting Washington D.C. to Baltimore, Maryland and also the other northern states. Because of his expertise as a construction manager, Bailey was separated from the Fourth Wisconsin to supervise construction projects such as enhancing the levees on the Mississippi River, creating defences, and other jobs being an engineer.
