Troubleshoot The Dell 330-4113 AC Adapter Noise

It typically connects to your computer and to the wall outlet to supply power. In essence, it allows you to use your computer for long periods of time. First of all, you could verify that the light on the AC adapter is either solid or flashing. This indicates that it is supplying power to your computer. If it's not, the AC adapter is not working at all.
Then you can click "Start" and select "Restart" on your computer to reboot. Disconnect the AC adapter from the wall and from the computer and plug them in again. The noise could be a temporary power surge.
At the same time, we could inspect the adapter cable for signs of bent or damaged pins or wire, which may be disrupting but not disabling the power supply. If you do see signs of damage, remove the adapter immediately and replace it with another.
Also don't forget checking to see if the AC adapter is plugged into a power inverter. AC adapters are not compatible with power inverters and this will cause a buzzing sound that could cause damage to the AC adapter.
Inspect the power outlet for dirt and debris. If the power outlet is dirty, clean it with a soft, dry cloth. If it is clean and the AC adapter is still emitting a noise, you will need to replace the adapter.
Finally Unplug the AC adapter from its power source for about 60 seconds, and try to connect it to a different wall outlet.
