The economic crisis has rendered government programs almost inoperable

. The turn of events continues to shrink the state coffers that make budget insufficient to sustain different programs to work. To think that many state and local stormwater programs is actually operating on a tight budget before the cuts resulting from the economic downturn. It would be easy to imagine the severe impact these further cuts off the budget have on stormwater programs.

There are a lot of vital and important pieces in the program that are being held back and pulled off the plug secondary to these budget cuts. The need for evaluating new best management practices is growing but it is also continuously hampered since staff-time are spent more on other critical functions like permitting. As a result, there are a lot of BMPs innovated that were not implemented because evaluation of their performance have not been done.

This particular trend has actually led to the concern of becoming at par with the storm water quality criteria that has become more and more complex. Innovation of BMPs is necessary to accommodate various needs such as addressing the nutrients, bacteria, metals and pollutants present on storm water.

There are storm water BMP programs that are designed to address these issues but even then these programs are not accommodated greatly for the reason that there are limitations to our resources. The irony happens when BMP providers start to look into the depth of the issues, storm water programs refuse to implement the innovated technologies secondary to the lack of data in performance but then these same programs refuse to review the data when they are made available for review.

It is logical to assume that we all need innovative stormwater BMP programs and other viable tools so that we can face the challenges inherent in fighting against the impacts of storm water in our environment. Our world is in constant evolution and technology therefore has evolved as well. If we do not make use of the available tools we prohibit change and development.

Storm water BMP programs should be the same as well. Due to the rapidly changing environmental criteria and other needs to meet, what we need are viable tools that will allow us to minimize the impact of storm water. It is time that we realize the growing need of evaluating new and innovative storm water best management practices.
