. The system being relatively new and only third of its kind in the state is financed by a loan from the Kansas Department of Health and Environment at $1,127 million. The wastewater plant superintendent said that no sewer rate increases are expected because they just had a rate increase recently which was the first increase in so many years. A 750 gallon of water used to be 65 cents but now, it has increased to 95 cents.

Extra revenue needed to be generated for improvements like this and not specifically for this project which is why rates increased. Into Dry Turkey Creek, about 1.8 million gallons of water a day is discharged after a three step treatment process that uses no chemicals.

The plant supervisor said that to improve the quality of water in streams, the Environmental Protection Agency mandated tougher discharge standards for wastewater treatment plants. On average, the community is able to dispose 1.6 million to 1.8 million gallons of waste a day as compared to the plant's capacity to hold up to 3 million gallons, according to him.

The new system will be a sizable unit which they intend to buy and which can also accommodate the entire discharge of the plant. The city commissioner claimed that 13,000 people in the city are seeing steady growth to the north. For future growth to be contained, it is not planning on expanding its sewer infrastructure. In the future, no rate increases will be taking place. The increase should be carried over to the future which is why they have increased their rate charges in small amounts to also consider new growth, according to him.
