Steroid use around the globe has received different views relating to its legality
, use and abuse. The legal status of AAS varies in different countries with some having stricter regulations on the use and their prescription, while in other countries being taken as legal. In the United States AAS are of late listed as Schedule III regulated substances under the regulations Substances Act, that makes the primary offense simple holding of such products without a certification, a federal crime which is punishable by more than one year in the cells, and the illegal distribution or ownership with an intention to distribute AAS punishable as an offense, with a five years imprisonment period. This is also receiving an adjustment and being pushed to ten years, and will be effected by the end of April 2009.
In Canada, the AAS and any of their derivatives are controlled as part of banned drugs and compounds act, they are Schedule IV substances, and this means that the legality is compromised. The steroid sale without a definite prescription is punishable, however, possession is not restricted, a result reserved for schedule I, II or III compounds. Those culpable of selling and buying the AAS in Canada can be locked in prison for 18 months. The Import and export carries several penalties. Anabolic steroids also have an illegal basis without any prescription in Australia, Brazil, Argentina, and Portugal, and they are listed on a Schedule 4 restricted drugs in United Kingdom. Conversely, anabolic steroids are made readily available with no prescription in other countries like Mexico and Thailand.
The history of the United States legislation on the AAS gets its roots from mid 1980s, a time when the United States congress wanted to place the AAS under the regulated Substances Act subsequent to the debate over Johnson's victory in the Summer Olympics in Seoul held in 1988. During discussions, the Drug Enforcement Administration (DEA) by the American Medical Association (AMA), and the National Institute on Drug Abuse (NIDA) were all against the listing of anabolic steroids as regulated substances, arguing that, the use of anabolic hormones cannot lead to the psychological or physical dependence.
Nevertheless, the AAS were included in the Schedule III of the regulated Substances Act in the AAS control Act of 1990. The similar act introduced a more stringent control with the introduction of higher criminal penalties on offenses involving the unlawful distribution of AAS and other types of human growth hormone. By mid 1990s, after the scheduling of anabolic steroids, a number of pharmaceutical companies stopped the production and marketing of these products in the United State, including Searle, Ciba, Syntex and many others. In the regulated Substances Act, the AAS has been defined to be any kind of drug and a hormonal substance which is pharmacologically and chemically related to the testosterone which promotes the muscle development. The act was modified by the AAS Control Act introduced in 2004 that added pro hormones to a list of the regulated substances, from January 20, 2005.
