Many companies that operate in larger cities offer a service like this because they know how often businesses that are all located within the main business district of a city need to get packages shipped between themselves. But by only giving themselves an hour to make the delivery, they aren't giving themselves a large enough window to make good on the guarantee in less than perfect circumstances, which is where the fine print comes in and says that the guaranteed time is only valid in certain conditions. These provisos will include the things you would expect them too, such as one hour delivery offers only being valid during certain times of the day when traffic is not at its peak, and that they are not offered on weekends or in inclement weather.

This doesn't just apply to one hour deliveries, but almost every guaranteed time offered by a courier will not apply in 100% of situations where it is initially offered. The most common thing you will see is that these offers are not valid when it is snowing or other similar weather conditions, as it is simply not safe to require faster travel out of their drivers when the roads are slowed down and more hazardous.
