The state of Florida created the free Voluntary Pre Kindergarten Program and signed it as law in January 2005. The curriculum as well as standards and accountability are regulated by the Department of Education (DOE).


There are two ways in which the Voluntary Pre Kindergarten Program is offered in Florida. There is the program given within the school year, which takes a total of 540 instructional hours. There is also the program given in the summer, which takes a total of 300 instructional hours. The required size for each VPK class given within the school year is pegged by law at a maximum of 18 children while the required size for each VPK class given in the summer is pegged by law at a maximum of 10 children. Both during the school year or in the summer, there should always be at least one instructor for every 10 children.


To be qualified to teach in the Voluntary Pre Kindergarten Program given during the school year, one should hold an associate degree in child development. An associate in a separate field is also acceptable provided it is supported by six hours credit on child development or early childhood education. In addition to the degree, one needs to show 480 hours of experience in education or child care for children up to age eight.

For the summer VPK Program, teachers need a Florida Educator Certificate or a Bachelor's Degree in early childhood education, pre-kindergarten or primary education, preschool education, or family and consumer science.
