The dictatorship phenomenon is general in all peoples. It is not particular to the Arabs only.
In reality, no one accepts dictators. But if conditioned, whether Pavlovian or otherwise, the result is remarkable. Absolute docile and slave-like people would evolve, ready under mass hypnosis, to do anything for their leader.
Is it because people simply love to be ruled! Or is this totally false? Mussolini said that people, like a woman, love a strong ruler. How natural for a first class tyrant. Mind you, he made everything work on the clock and brought order and discipline to the railway network as well as in the lives of lazy and indiscipline people like the Italians.
German people had their share of dictatorship. They had the greatest dose of tyranny and despotism any people can have.

Mussolini did the same with Italians. His orations reduced the Italians to slaves and robots.
Other types of editorships express itself in power and power is very seductive to people. This model inflict acceptance by force. Once the dictator comes to power he routinizes his power by universal suffrage and he demands his people to elect him giving him the legality to rule as he pleases.

In the model of second world countries, especially in ex and present so called socialist systems, you have one man dominating the rule over the millions, and billions in the case of red China.
In first world countries it is the party and universal suffrage that serve as the vehicle to power and dominance of the one-man-ruler.
It is when all peoples wake up andhave enough maturityto take their responsibilities and practice their legal rights in sharing equally in decision-making, through mutual consultation and referendums that the cancerous phenomenon of dictatorship of the one man rule perishes once and for all. Then the right of decision is restored to the peole its legal owner.
