In the year 2007 the Punjab Govt. came up with a landmark, first of its kind, fee waiver scheme for technical education students & an MOU was signed with Pvt. Technical education colleges to provide 10% of the total seats to needy students as free seats in lieu of the various benefits/facilities given to them by PB. Govt. In goodwill gesture Pvt. Colleges were also allowed to run schools in their current premises to enhance their income. Although the facilities offered along with the scheme have been grabbed gladly, the admission under fee waiver is being resisted on the one or the other pretext. With PTU officials hand in glove with managements of few PVT. Colleges, the impression is being created through newspaper reports that out of 30000 available seats only 8000 seats have been filled & if the 2000 seats are offered in fee waiver scheme the colleges will be sufferers. But the figures of students who have taken direct admissions bypassing the PTU counseling is being concealed & the actual admissions are around 20000. So why cannot 10% of the students be given fee waiver despite getting over & above benefits after signing the MOU in 2007. And it is the responsibility of PTU & tech edu department to sort out the technicalities & get the scheme implemented otherwise officials should be held responsible for loss to students to the tune of Rs. 50 crore. (250000x2000).

In addition to financial burden, there is another dimension to problem that the lots of students have not opted for seats in regular counseling to be eligible for fee waiver seats of all the colleges & due to non implementation of scheme they may loose a year & their career may be spoiled.

The neighboring states of Himachal & Haryana have almost completed admissions under the fee waiver scheme & even the state of Haryana has one gone one step ahead as in addition to regular fee waiver seats, has also offered one fee waiver (scholarship) in each branch of every college ( govt. or private) under its counseling.

So instead of showing helplessness & officering excuses on behalf of PVT colleges, the PTU officials as well as directorate of tech education should try for implementation of scheme with stern measures & may cancel the affiliation of colleges who are openly flouting the rules. As it is a matter having great financial implications to the tune of Rs. 50 crore, it needs a deeper probe someone in the set up should be held accountable for failure of the great scheme & financial burden on weaker sections of society as well as for spoiling the career of thousands of students for some petty gains for themselves.
