This really isn't a surprise since Cityville is developed by Zynga; the same company which released Famville, Mafia Wars, Frontierville earlier which are now being played by millions of people worldwide.

I started playing Cityville within days of its launch. I am an experienced Farmville player and I was confident that I could build a sprawling metropolis in no time since the game seemed similar to Farmville.

Plus you also need to earn gold coins and XP points from the rent and businesses in your city so that you have the resources to keep your city growing.

Due to demanding nature of the game, it wasn't really a surprise that I was not making any progress. After few days of gameplay, I was stuck at level 7 with no clear way out. That's because I committed few mistakes in the previous levels which came to haunt me in the higher levels.
