What is electrical inspection and testing?


Electrical inspection and testing is carried out periodically on electrical installations to check that they are safe to use and will not cause harm such as shocks and burns to people or animals. They are also to check that an installation is not likely to cause damage to property due to fire and heat caused by an electrical fault.

Even if an electrical item is installed safely, it is still important that periodic inspection is carried out as safety can deteriorate with time.

Electrical installation inspections are also referred to as electrical inspection and testing, fixed wiring tests and periodic inspection reports.


Who will carry out the inspection?

Periodic electrical inspections are carried out by qualified engineers. The company you use should be NICEIC-registered. It should also have professional Indemnity, public liability and employers liability insurance.

Who needs an electrical installation report?

Fixed wiring tests are required by various types of businesses such as caravan sites and industrial premises.

Why would I need a fixed wiring test?

A periodic inspection report will often be required for businesses who wish to get insurance, obtain a mortgage or a licence. Electrical inspection reports are also often required to meet with health and safety legislation.

BS7671:2008 Requirements for Electrical Installations (17th Edition) require that: "every new installation and alteration or extension to an existing installation be inspected and tested before being put into service. It is also recommended that all fixed wiring installations be tested for safety periodically".

The Electricity at Work Regulations 1989 state: "As may be necessary to prevent danger, all systems shall be maintained so as to prevent, so far as is reasonably practicable, such danger". (Regulation 4 (2))

"System' means an electrical system in which all the electrical equipment is, or may be, electrically connected to a common source of electrical energy and includes such source and such equipment". (Regulation 2 (1))c

"Electrical equipment includes anything used, intended to be used or installed for use, to generate, provide, transmit, transform, rectify, convert, conduct, distribute, control, store, measure or use electrical energy". (Regulation 2 (1))

How long do inspections take?

Inspections normally take between one and five hours, depending on your type of business, the size of your business and the level of inspection required.

The power will usually need to be switched off during the test but engineers will aim to disrupt you as little as possible.

What does the report mean?

After your inspection you'll be given a report which will be easy to understand and will also be explained to you. If you have any questions, the engineer will be happy to advise you.


Your report should include details of the checks carried out, comments and recommendations. Some reports also include photos so that if any additional electrical work is required, it will be clear what is needed.

The report will outline problems which require urgent attention, which don't comply with legislation or British Standards, need improvement or need to be looked at further. You'll be advised of what actions you should take.
