This program is called Assurance Wireless and it gives a free cell phone that includes free minutes and free text to those who can't afford it.

The Universal Service Fund (USF) was created by the United States Federal Communication commission (FCC), to ensure that all companies of telecommunications "should contribute in some equitable and nondiscriminatory manner" to the federal universal service. Which means if you have a low income the government is willing to give you a helping hand while you get your income back up.

All tha government requires is that the people who apply for this program fill some criteria. They are not asking what how they going to use this service. They want people using these free services to use them for a positive cause and to improve their situation.

This service can be great if it's used in appropriate way. People have been found to give it uses that go against the terms of service. People have been found trying to sell it or use it for illegal purposes, which has caused many headaches for both the people caught doing them and assurance wireless.

But in the other hand there are many unemployed, poor families, that are using this service in the right way. The program is designed for this people to get same opportunities in communications.

You do not need a long term contract. You do not have to pay any bills, and once your application is approved you will receive the cell phone. You have to activate the cell, once it is activated you will receive the first minutes and texts, and will continue receiving the same amount every month.

A study reveals that "If all 28.5 million adults eligible for Lifeline Assistance were to take advantage of the program and earn at the same rate and level as [the study] sample, it would result in $3.7 billion in fresh income for the poor and near poor."
