How Itil Was Established

ITIL (Information Technology Infrastructure Library) is a public framework that provides

advice for planning, delivering and supporting IT services to businesses and is the most widely-used approach to IT service management in the world. It was developed as a response to the growing reliance on IT as the Government realised that without a standardised framework, government and private sector agencies alike were creating their own, nonstandardised management practices within the IT sector.

Between 1989 and 1995, a set of thirty-one books was published that dealt with every facet of IT service provision. Her Majesty's Stationary Office (HMSO) in the UK printed it for the Central Communications and Telecommunications Agency (CCTA). Primarily only the UK and Netherlands used this version of ITIL and it was replaced later by another version.

The later version was much shorter than the first, comprising eight volumes that improved on ITIL v.1 by being more consistent and interconnected in content. This sleeker ITIL gained a much larger following than the first version, being used in thousands of countries, and was to become universally acclaimed as a successful basis for IT services.

When the first version of ITIL was published, each volume concerned a specific area IT service management which meant it ran to over thirty books. Within the ITIL v.2, however, related ideas and their respective frameworks were grouped together leaving the much more logical and much cheaper second version of eight books. Within these eight however, Service support and Service Delivery were more widely read than the others, and so further streamlining and clarifying was done before the third, current version of ITIL was released.


It was in 2007 that the current ITIL, known as the ITIL Refresh Project, was issued, consisting of just five volumes. These five books - dealing with service strategy, design, operation, transition and continued improvement - were designed to approach the information in a clearer way than the previous two version of ITIL. The second version was withdrawn in 2009, and ITIL v.3 is expected to be complemented by online services and related publications in the future to continue its success.
