Incentive Rewards - Colorado Solar Energy Incentives Settlement
The quest for the clean fuel has many hurdles including the reluctance from the various sides to honor their promises including the payment of the promised incentives. One such case is recently settled in Colorado between the solar energy industry repetitive and the Xcel Company. The main reason of this disagreement was due to the slashing of the different incentives that were initially offered to attract work by the Xcel. They first reduced the per unit rate ten times, then abolished that for the home consumers totally.
The Public Utilities Commission is the body that handled this case in details. The both side presented their arguments in full length in the long meetings held between the three sides. It was clearly shown by the solar energy industry side, that the rebate program was stopped abruptly. This caused the loss of incentives for the residential and business who shifted to the solar power system recently. In the end PUC issued the agreement with the change in the rebate payment also into the upfront payment of rebate rather then the complex system being used currently.
The reason given by the Xcel was that they had planned to provide a limited amount of incentives, and their budget ran out as the incentives program caused the change among the substantial number of Colorado residents to switch over to the clean fuel. Their explanation was not accepted by the commission in the end. The terms of their initial offer was kept standing and this means there will be no change in the rebate rate per watt too.
The Xcel solar rebate program was started with $2.01 per watt. This offer was given to all the local businesses or residents who switched to this system. The case presented by one business was quite depressing to say the least. The company had to stop working as they could pay anyone as they had anticipated the rebate to be part of the future revenues. This led to unfortunate event of closure of business after lying off the staff.
The agreement was announced after the various hearings held by PUC, the breach of terms by Xcel became evident. This lead to the announcement of resumption of the rebate system and with the initial rates as well. The full detailed review of this issue will again be done by the PUC in the next one and half year's time. According to the agreement the resumption of the rebates will start Incentive Rewards again from 23rd march 2011 too. Similarly all the rebates which Xcel had promised will be paid in full amount also.
