There is absolutely no requirement from the FAA to attend a traditional ground school. FAA Advisory Circular (AC) No: 61-65D states:

COMPLETION OF GROUND TRAINING OR A HOME STUDY CURRICULUM. Ground training courses to prepare for the aeronautical knowledge test may be offered by pilot schools, colleges, aviation organizations, and individual flight or ground instructors.

Obviously you cannot actually learn to physically fly a plane online. You will have to attend a flying school to actually fly a plane. Appropriate simulator environments are a long way away from consumer use. The primary objectives of the self study kits are two fold: One, you can write your PPL exams without stepping foot into ground school. Two, you can be well prepared to fly so you can pass the expensive dual pilot lessons in the absolute minimum amount of time. It's probable that a self study kit can reduce your pricey flying time enough to save you thousands of dollars.
