Napier's Future Developments Planned to Support Industries and Create Investment in NZ
The cityof Napier is a port city located in Hawke's Bay, New Zealand with a population of 58,100 according to 2009 estimates. The population of its "twin city" Napier Hastings, an urban area, is 122,600 which makes it the fifth largest urban area in New Zealand. The city is only 320 kilometers north east of Wellington and is the only official city in the region because Hastings is administered as a district.
A range of industries make up the city's economic landscape; from electronics, wool trade, fertilizer manufacture, wine making and tourism etc. Napier is the largest cross-bred wool center in the southern hemisphere and is the export servicing area for Hastings district, one of the largest apple, pear and stone fruit producers in New Zealand. Its port has been crucial in the haulage of large tons of frozen meat, pulp and timber. As a popular tourist destination, the city has a unique concentration of 1930s Art Deco architecture and its Pania of the Reef; a statue of Marine Parade is one of the most photographed tourist attractions in New Zealand.
The Napier City Council's Economic Development manager aims at facilitating economic growth in the city with a range of services such as advice and training for new and existing businesses to relocate to the city, supporting marketing efforts for local goods and services and providing business in Napier on government policies for investments and compliance. The city's Long Term Council Plan takes Napier forward three years and flags priorities for the city seven years beyond that. Funding the project level services, amenities and activities over the 2009/2010 fiscal year required a 2.85% rates increase. The council has maintained a stewardship in setting a minimal rates increase while ensuring its level of debt is very low and its finances remain on a solid footing. The city will pay approximately NZ$500,000 into the government imposed waste levy for commercial waste taken directly to landfill.
A sum of NZ$1 Million has been earmarked for the Marine Parade and CBD development and about NZ$18 million is planned for the upgrade of the Hawke's Bay Museum and Art Gallery. The Hawke's Bay District Health Board funding is expected to increase by about NZ$14 million to NZ$418 million yearly as was revealed by the budget. Napier Mayor and chair of the HBDHB said the government's pre-budget rhetoric meant budget expectations would be low. Primary health services were particularly favored with a NZ$24 million bowel cancer screening program and an NZ$80 million extra funding for medicine. It was expected that NZ$174 million of the National DHB'S share would go towards mental health.
