Bruce Thompson was the inventor of the Dual Flush toilet in 1980. This orginated in Australia in the Caroma toilet company. These originally had a Duoset cistern that sat in the middle of the tank. This had two buttons on the top, one for half flush (liquid waste) and one for full flush (solid waste). This saved an average household up to 67% of water usage. The half flush feature requires less water to operate and thus lacks the siphoning power of the full flush feature. The half flush consumes 0.8 gallons of water and the full flush consumes 1.6 gallons of water.
Australia has always suffered from water shortages. In the recent years, the Australian government have promoted the use of these dual flush toilets under the Target 155 campaign. The government would offer rebates for people who switch out their single flush toilet for a dual flush toilet.
These toilets are ubiquitous in Australia, popular in Asia and Europe, but almost unheard of here in the United States and Canada. Most people do not know of dual flush toilets until they have to shop for a toilet and notice dual flush toilets on the aisles of major home improvement stores.
The biggest gain in popularity in the recent years can be attributed to the Dual Flush conversion kits that can be installed into any toilet. This is a quicker and cheaper alternative than spending money on new dual flush toilet and having to install it.
The United States government is going to be creating laws for stricter guidelines of water usage. New York City Counter has passed a law for all newly installed toilets to have a high water efficiency mark or be dual flush that will be in effect in the city plumbing code in July of 2012. These guidelines will also will apply to shower heads, urinals, and sink faucets.
