A User Member means a Member of which the government or any government body contracts for or mandates the use of pre shipment inspection activities.

The term pre shipment inspection entity is any entity contracted or mandated by a Member to carry out pre shipment inspection activities. User Members shall ensure that pre shipment inspection activities are conducted in a transparent manner. Two types of Contracts are available for mandatory pre shipment inspection agency which according to the purpose for which the services of PSI companies are employed. PSI companies' contracts are foreign exchange contracts (forex) and customs contracts. Foreign Exchange Contracts is usually employed to designate contracts whose basic objective (and that of the government requiring them) is to prevent the flight of capital through over-invoicing. Customs Contracts is used for contracts undertaken when the governments' main aim is to prevent slippage of customs revenue as a result of undervaluation or deliberate misclassification by traders of goods to be imported under low-duty headings.

Main purpose of any PSI agency is to view the mandatory verification of the prices agreed between importer and exporter with concern by business and industry, especially in some developed countries. If Pre Shipment Inspection company finds offered prices are overvalued then they have right to ask to revise their prices downward. Number of developing countries use PSI Certification services, and allowed to use for as long as and in so far as they are necessary to verify the quality, quantity or price of imported goods.

Ravi Energie also issues Clean Report of Findings (CRF) after inspection which specifying that the goods have been inspected before shipment and the price of the goods exported has been verified. Clean Report of Findings also known as PVoC in some countries is provided for the customs clearance purpose to the buyer or to the seller for the L/C requirements. Including Industrial Pre Shipment Inspection, Ravi Energie also provides services related to Conformity Assessment, Non Negotiable Reports of Findings (NNRF) and Pre-export Verification of Conformity (PVoC).
