The talk throughout Washington Terrace these days is of lysimeters

, piezometers and tensionmeters. Measuring water levels are what these words mean to engineers, but to residents of Washington Terrace, they see a chance for this underground water problem which already has brought sickness to residents for several years already in some parts of the city.

A complicated project, this is estimated to be $75,000 for it consists the construction of an underground drainage system which in the process will be converted into a storm drain. At a level greater than two feet beneath the basement of homes, 15 inch pipes segments would have to be constructed in that area. A gravel envelope will surround the open segments to allow the ground water to pass into the pipe. With the help of a local university student and the devices that will be installed, the water levels pouring into this underground pipe and the quantity of surface water that enters the ground will be easily determined. An enormous cylinder device called lysimeter was installed in the city's Central Park.

To be able to be included in the ground water flow, the surface water must first pass through beneath a layer of grass wherein under it is planted a cylindrical tank which containing another tank filled with soil.The lysimeter is the landmark located at the center field line of the park's baseball diamond where a set of stairs leading to the soaring measuring device used to measure water levels in the soil.

To measure how deep the water level along the underground drainage system, a piezometer is used while to measure the amount of surface water, a tensionmeter is used. But these devices have not all been installed yet which they act as some kind of a mechanical root.As turf begins to dry out, the tensionmeter pulls water out of the ground and then returns water back to the soil. The high cost of these devices limits it from being installed in no more than four sets, which is why two sets will be placed in the city park and another two sets on a private residence study area. Tensionmeters are very important in determining if the turf is in need of more water.

Two different churches, residents, and the city's uniformity and output of sprinklers will be included in other tests for the study. It is not yet confirmed that the surface water is the cause of the groundwater problem wherein the tests may precisely identify if only enough residents cooperate. Initial results of the study show that the underground drainage system helps in decreasing the groundwater problem in the area. Life was difficult back then for some of the residents, for they only received insignificant amounts of water when the system hasn't been installed yet.

Studies show that from the end of May until the middle of June, there has been a 2.5 feet drop of water tables in some areas. Another study claims that the groundwater situation is not at all caused by the leakage from its holding tanks. Among the rest of the groups, the city is the root cause of over watering according to the initial results of the unfinished study.Once the sprinkler tests have been conducted, residents will be informed about the proper watering frequency and the amount of water they should use.

To conclude the studies conducted, the mayor simply yearns for the residents to take part in attending the meetings where the results will be further explained.As what the mayor had said, the council could make a sound decision as to whether they should have extensive bonding for a major project or continue at a slower rate after the council hears the resident's comments. The capability of the underground drain to handle both surface and subsurface water inspired the mayor to decide that in future land developments, this system should be installed with subdividers.
