A really great and cheap thing to do is just to replace it. Get a new toilet seat. It's not going to cost you a lot of money but it is going to make you feel a little bit better about your new place.
For safety reasons, you should get new locks on all of the doors and windows in your place. Even if the previous tenants say that they gave you all of the keys, there is always the possibility that they have a spare one or leant a spare one out to their friends. So just to be safe, you should definitely change all of the bolts before you end up moving in. There is nothing worse than having an intruder get into your house.
Once again, although the previous tenants surely did clean and disinfect a few things before they left, they may have not done as sure of a job you would have hoped they would do. In that case, it's a really good idea to clean your apartment very thoroughly yourself. With this way, you will be able to get into all of the little knits and grits that you want to make sure are clean. When a tenant is moving out, they don't actually care if the place is clean or not. They just want to pass inspection so they probably skimped out on a few things. Clean thoroughly so your new house doesn't have germs floating around everywhere.
