The beginnings of the planning system

Before the 1700s, most people lived and worked in the countryside, there wasn't much industry action going on back then! However, post 1700s the industrial and agricultural revolutions spawned a new, more cohesive planning system, a system which we still have today in England.

As industry started to grow, people found that more jobs were available in the new cities that started to grow up and down the country. The agriculture industry became more mechanised and people began to move to the larger towns and cities in hope of higher wages and a better lifestyle.

The towns and cities grew rapidly, housing was built cheaply and as a result there was not much consideration for the design or sanitation that we take for granted today. There was no running water, toilets were outside, and they served the whole street. These outside 'privies' would spew raw sewage down a gutter into the middle of the street. Even drinking water was contaminated as it was taken from the same rivers as the untreated sewage was running into.

Fast forward to the early 21st century and we see a strict well thought out planning system that we all take for granted.

Regional Planning

There are many types of construction and various degreed of planning complexity. Generally the less people that are effected by a construction, the simpler the planning process. Conservatories planning permission is pretty straight forward compared to many other fixed additions to a property.

Statutory regional planning has undergone a bit of rocky ride recently. First introduced in 2004 by The Planning and Compulsory Purchase Act, it underwent some major changes as a result of the Planning Act 2008.

The Planning and Compulsory Purchase Act 2004 introduced statutory regional planning to England for the first time, whereby a regional planning body was responsible for preparing a Regional Spatial Strategy for each of the nine English regions.

Regional Spatial Strategies, and their successors "Regional Strategies" were very important and the documentation they held could literally shape development across England.

Regional plans laid claim to the development and planning everything from of transport and housing to waste andFollowing the Planning Act 2008 (which gave the regional planning body the ability to delegate its planning responsibilities and functions to the relevant Regional Development Agency) we saw the 2010 General Election in which the Government committed to abolishing all regional plans as well as regional planning bodies. This, as you would imagine, requires major, and rather complicated legislation. We expect that abolition will be complete by the end of 2011 at the earliest but watch this space!

The Local Democracy, Economic Development and Construction Act 2009 tried to simplify the regional process by combining the Regional Spatial Strategy and other regional strategies addressing issues such as economic growth and housing into a Single Regional Strategy. This Act also abolished Regional Assemblies, and replaced them with Leaders' Boards. Leaders' Boards were groupings of local authority leaders from the region.
