Air Conditioning Inspections -------- A Guidance!

Part of the Energy Performance of Buildings (Certificates and Inspections) Regulations 2007 new legislation, introduced in January 2008, makes inspections for air conditioning systems compulsory for the first time, with a requirement to carry out subsequent inspections every five years. While systems installed after January 2008 will require their first inspection before they are five years old, existing air conditioning systems with a rated output of 250kW must comply with the new regulations. In fact, the deadline for compliance was 4 January 2009.

The clock is also ticking before the introduction of the next phase of legislation. By 4 January 2011, the new regulations require that all air conditioning systems over 12kW must have been inspected. This will in effect comprise all systems including larger private residential premises.

Anyone taking over control of an air-conditioning system, which has not been inspected, must ensure theair conditioning inspection by an accredited inspector within three months of taking over responsibility. The new ruling applies to non-domestic property over 1,900m2, and as a result includes most commercial and public buildings across all sectors, excluding the processing industry.

The primary aim behind the introduction of the new inspections policy is to provide building owners and operators with better information about building and plant performance to assist in identifying opportunities for saving energy through increased efficiency. While acting on the information provided is not mandatory at this stage, it makes good sense for companies seeking to improve their environmental credentials to look more closely at an area which can account for up to 70% of total building energy consumption not least because of the potential to deliver significant cost savings to the bottom-line with very little change.

Equally, building owners seeking to sell or lease properties will find it essential to provide evidence of compliance supported by thorough documentation or face delays at a time when they can least afford it.

Given the potential contribution that inspections could make to achieving carbon reduction and the risk of fines for non-compliance, it makes good sense to insure that you are fully compliant.
