. Although some milk is given to full-term babies struggling to get enough milk the first few days, most goes to premature babies. Preemies are at risk for necrotizing enterocolitis, a dangerous digestive disease for which breast milk can be a lifesaver. Milk donors are screened for drugs and disease and the milk is pasteurized. Donating mothers are taught how to ship their milk on dry ice in special coolers. Doctors refer to breast milk as "liquid gold" - which must make donating mothers a "gold reserve".
Health Street, a New York company, runs a mobile clinic in New York City. The 28-foot RV displaying the logo "Who's Your Daddy?" does DNA testing. If you have a doctor's prescription, a technician takes a sample of your DNA, sends it to an Ohio lab and has the results in 3-5 business days. About 500,000 Americans request DNA testing yearly. Typical customers are engaged men questioning paternity of children from previous relationships, soldiers confirming new babies are theirs and women wanting to know who fathered their child. However, the truth doesn't always set you free - especially at $299 and up.
Medicare - as of October 1, 2012 - is fining hospitals that readmit too many patients due to complications within 30 days after their discharge. Hopefully, this will improve hospitals' communication with rehabilitation centers, primary care doctors and patients themselves after discharge. For the first year the fine is limited to 1% of a hospital's Medicare payments; and only heart attack, heart failure and pneumonia cases are being counted. Fines will gradually increase to 3% of Medicare payments; and hospitals also may be held accountable for joint replacements, stenting, heart bypasses and strokes. Yes, Medicare is going to "fine-tune" the program.
The Justice Mapping Center, a New-York-based company, developed the concept "million-dollar blocks" after mapping residential addresses of every inmate in various prison systems. These blocks are areas where more than $1 million is spent annually to incarcerate the residents. These maps are then used by city and state officials to establish re-entry programs in specific neighborhoods. However, instead of trying to provide new resources, more money is used to strengthen existing programs such as transitional housing, job training and partnerships with local employers. Million-dollar blocks that were identified 10 years ago are already "blocks" to previous crime and recidivism rates.
