Sludge Purifying System Currently Used By Local Wastewater Treatment Plant

The Kansas Department of Health and Environment financed a loan worth $1,127 million for the new system being the third of its kind in the state. The wastewater plant superintendent said that no sewer rate increases are expected because they just had a rate increase recently which was the first increase in so many years. The increase was from 65 cents to 95 cents per 750 gallons of water.

Improvements like this needed extra funding which is why rates increased not specifically for this project. To remove harmful bacteria and solids, the local wastewater treatment plant uses a sludge purifying system. After a three step treatment process that uses no chemicals, about 1.8 million gallons of water a day is discharged into Dry Turkey Creek.

To further develop the quality of water in streams, the plant supervisor indicated that the Environmental Protection Agency should impose its standards a little higher for wastewater treatment plants. He even added that the water coming from them is contaminated. Before, they use chlorine but now, they don't anymore since it's a very harmful chemical. A safer means of disinfecting is the use of ultraviolet light before water is put into the stream. The system includes a series of ultraviolet lamps that are similar to long fluorescent bulbs, according to him. During high wastewater flows, 24 lamps will be used and in normal conditions, only 12 lamps will be used.

By eliminating pathogens in the wastewater that can make people sick, the quality of stream water should have improved when millions of gallons of disinfected water are added. The county already has a small ultraviolet light disinfecting system to treat water used on the city's golf course but will be sold to help pay for the new one. To help communities pay for expensive ultraviolet treatment systems, the state provides a loan program according to the liaison officer of Kansas Department of Health and Environment. Ultraviolet treatment systems have already been bought by two communities using the state revolving loan fund.


Within the span of 20 years, the loan has to be completed with an interest rate of 3.03 percent. To prohibit the production of microorganism's DNA chains, these systems use a unique type of wavelength of ultraviolet light. This will make microorganisms' development to slow down which in the process, they will die off.

Ultraviolet disinfection is a nonchemical and nontoxic process that may be more costly on the front end, but requires fewer employees to operate. It's also a lot safer to employees who don't have to deal with chemicals like chlorine. The Environmental Protection Agency grant worth $200 million was the beginning balance for the loan program. With this money, the state invested by letting it generates interest to fund low cost loans for city wastewater treatment projects. The city commissioner said that the new ultraviolet system will be large enough to handle future growth. On average, the community is able to dispose 1.6 million to 1.8 million gallons of waste a day as compared to the plant's capacity to hold up to 3 million gallons, according to him.

At the moment, they intend to buy the new system because it is resizable and it can hold the entire discharge of the plant. The city commissioner claimed that 13,000 people in the city are seeing steady growth to the north. For future developments, it is now planning to enhance its sewer infrastructure. The increase of rates in the near future will not be expected. To take new developments into consideration, he said that they have analyzed rate charges a year ago and has increased them in small amounts so that the increase should carry them into the future.
